From 8 to 19 October 2018, the Belgian Development Cooperation’s Special Evaluation Office and the Institute of Development Policy (University of Antwerp) will be joining forces to organise the 2018 Evaluation Capacity Development Seminar: Strengthening National M&E Capacities: national evaluation societies as a driving force.
This two-week capacity development seminar aims to bring together leading evaluation experts (members of national evaluation societies, VOPEs) in developing countries to strengthen those evaluation societies in taking up the role of developing national M&E capacities and use. More specifically, this seminar will enable 25 evaluation experts – members of different national evaluation societies – to become driving forces in strengthening both their national M&E systems and their own evaluation societies.
The capacity development seminar aims to attract evaluation experts from the government sector, civil society, parliament, audit offices, donor agencies, the private sector and academia. All participants should have a university degree, professional expertise in M&E (mid-level to highlevel professionals) and be members of national evaluation societies in countries with which Belgian non-governmental actors (NGAs) have signed Common Strategic Framework Agreements. Applicants must also be proficient in English and scholarship applicants should be aged under 50.
Eight to ten country teams, each composed of a maximum of three M&E experts ideally from different sectors (government, civil society, academia, etc.), will be selected and granted a scholarship funded by the Belgian Development Cooperation’s Special Evaluation Office. Evaluation societies should therefore encourage several of their members to apply! In total, around 25 participants will be allowed onto the programme. Twenty scholarships are available. Programma
Module I reviews the basics of M&E, discusses the importance of M&E in national development and different aid modalities.
Module II helps participants produce a comprehensive and sound analysis of the main strengths and weaknesses of the national/sectoral M&E system and arrangements. This analysis captures six key M&E areas, namely policy, methodology, organisation, capacity, participation of non-government actors and use in accountability and learning.
Module III enables participants to explore how evaluation societies (VOPEs) can contribute to mitigating the flaws and structural weaknesses of existing M&E systems and arrangements.
Module IV reviews strategies for redressing the organisational weaknesses of VOPEs.
Module V expands and deepens the evaluation methodology capacities of the participants and, by extension, of their VOPEs.
